MICHAAN'S AUCTION: Thirty City-Owned Artworks SOLD @ MICHAAN’S AUCTIONS, November 2013, December 2013 & January 2014
ABSTRACT: “Michaan's Auctions is a leading, full service auction house on the West Coast specializing in the appraisal and sale of antiques and fine art… Established in 2002, Michaan's Auctions holds up to thirty sales each year that attract a broad base of buyers and consignors the world over. With one of the largest facilities in Northern California, Michaan's offers buyers the ability to preview and bid on many unique and desirable pieces.” At Michaan’s Auctions’ November 2013Annex Auction (22 artworks of 29 total items sold), December 2013Annex Auction (6 artworks of 8 total artworks sold) and January 2014 Annex Auction (2 artworks of 2 total artworks sold), a total of thirty city-owned artworks were sold. A LISTING OF ARTWORKS AT AUCTION is presented, with prices realized. According to reporting in The Carmel Pine Cone, “THIRTY-FIVE pieces of city-owned artwork appraised at a total $262,450 in 2007 sold at auction late last year for $9,680.14, according to public records, with some going for as little as a dollar apiece. Ranging from unframed drawings and photos, to large modern oil paintings, sculptures and etchings, the works were part of the city’s 1,000-piece art collection, which has been valued at $1,467,918.” “At Nonnenberg’s suggestion, the city hired Michaan’s houses, with a 10 percent commission and a 1.5 percent insurance fee on the “hammer price,” according to city administrator Jason Stilwell.”

California, was held on the above date at the stated hour of 4:34 p.m. Mayor
McCloud called the meeting to order.

Mosher read a letter from fellow Harrison Library Board member Glen Mozingo
regarding retaining the artwork believed to be from the Ella Harrison bequest
and referred to a 1928 Pine Cone article on Mrs. Harrison.

Hardy, Skip Lloyd, and Stephen Moorer also spoke to the issue.

Description: On January 10, 2012, Council approved

deaccession list, 44 of which are held in the Library. The Library Board of

after the April Council meetini. Ms. Nonnenberg will attend tlte meeting to

Approve deaccessioning of artwork that meets the City's
deaccession criteria.
BACKGROUND
On January 10, 2012, Council approved deaccessioning six
abstract paintings from a list, compiled by consultant Sheryl Nonnenberg, of
City artworks that do not fit the parameters of the City Art Collection Management Policy. The
remainder of the list is being presented to Council for consideration.
The list (attached) is comprised of 59 pieces of art. Forty
four of the items identified on the list are stored in the Library (numbers 369
through 861 ). The Library Board of Trustees reviewed and discussed the list of items held in
the Library at their February 22, 2012 and March 28,2012 meetings. The Trustees
are asking Council to consider the following request:
Regarding the deaccessioning of art held in the library, the
Harrison Memorial Library Board of Trustees urges that the City not
deaccession the art that was part of Ella Reid Harrison's bequest.
Mrs. Harrison willed to the City the property on which the
Main Library stands and the funds to build the library, which was named in
memory of her husband, Ralph Chandler Harrison . She asked in her will that all her books, her
husband's picture, and certain furniture and artwork be placed and
kept in the library when the building was completed.
The Library Board understands that the art slated for deaccession
does not fit the scope of the City Art Collection Management Policy. However,
the Trustees feel that in the case of Mrs. Harrison's legacy a broader
application of the policy is pertinent: Mrs. Harrison's bequest to the City does pertain
to the history of Carmel ,
the art is being safely and appropriately cared for and stored, and it has been displayed at various times over the years, most
recently in 2006.
It is not anticipated that there will be any other artwork
proposed for deaccessioning at this time. Ms. Nonnenberg will attend the meeting to answer
questions.
STAFF REVIEW
Ms. Nonnenberg composed the list using guidelines and
criteria from the adopted City Art Collection Management Policy and the Deaccession Policy
for the Art Collection. The pieces on the list meet the criteria for deaccessioning
as outlined in the policies.
FISCAL IMP ACT
As with the previous six paintings approved for
deaccessioning, all items on the list have been appraised. Proceeds from the sale of the artwork will
be placed in a deposit account to conserve and maintain the City's art collection.
SUMMARY
The 59 pieces of artwork on the proposed deaccession list
meet the criteria for deaccessioning according to the Art Collection Management
Policy and the City's Deaccession Policy. The art is recommended for deaccession
by staff, and if approved by City Council will be removed from the city's art collection
in accordance with the City's policies, with all proceeds from the sale to be used to
purchase other works for the collection or to restore/maintain artwork already owned by
the City.

City’s deaccession criteria.
BACKGROUND
On June 8, 2010, the Council adopted Resolution 2010-43,
approving a City Art
Collection Management Policy to define the scope of the
City’s art collection and to authorize art consultant Sheryl Nonnenberg to
begin a process for deaccessioning pieces of art that do not fit the parameters
of the policy. Deaccessioning is defined as the formal process of removal of an
object from a collection. The policy defines the scope of the collection
parameters as follows:
• Work by artists who have lived, worked, or taught in Carmel , or who studied or
belonged to regional art associations, such as the Carmel
Art Association.
• Art of or about Carmel
localities.
• Art pertaining to Carmel
history.
• Art that can be safely, effectively, and appropriately
cared for by City staff.
(concerns include stability, size, storage ramifications and
possibility for public
display).
• Contemporary art by established artists with subject
matter, such as seascapes, that relate to the history or geography of Carmel .
On November 1, 2011, the Council approved the City’s
Deaccession Policy for the Art Collection. Among the components of this policy
is a list of 12 criteria for
deaccessioning. Artwork under consideration to be
deaccessioned must meet at least one of these criteria.
Based on the policies, Nonnenberg is developing a potential
list of artwork to be
deaccessioned. The first series of items proposed are six
abstract paintings, three by Los
Angeles artist Lee Waisler, and three by German artist
Rudolf Haegele (see attachments). These
six paintings, all of which are very large, are currently stored at Sunset Center .
STAFF REVIEW
The six paintings do not fit the collection parameters
outlined above, but meet three of the 12 criteria listed in the Deaccession
Policy:
• Retention is inconsistent with the established Scope of
Collection.
• It cannot be adequately stored or cared for.
• The artwork will never, in all likelihood, be placed on
display because of size,
weight or lack of a suitable site.
FISCAL IMPACT
According to the Deaccession Policy’s Procedures for
Disposal, “objects that will be sold, which in the best estimation of the City,
have an insured value of more than $500, will be appraised by an outside
appraiser at the expense of the City.” These six pieces have been appraised.
Proceeds from the sale of the artwork will be placed in a deposit account to
conserve and maintain the City’s art collection.
SUMMARY
Both the Art Collection Management Policy and the City’s
Deaccession Policy for the Art Collection, offer clear guidelines regarding art
that is appropriate for retention/deaccession by the City. The Waisler and
Haegele paintings meet several of the criteria for deaccessioning and none of
the parameters for retention. These objects are recommended for deaccession by
staff, and if approved by City Council, will be removed from the City’s art
collection in accordance with the City’s policies, with all proceeds from the
sale to be used to purchase other works for the collection or to
restore/maintain works already owned by the City.

Monterey Museum of Art presents ‘Edward Weston: American Photographer’
ABSTRACT: The Monterey Museum of Art presents “Edward Weston: American Photographer” (June 18 - October 9, 2011) at MMA La Mirada. The exhibition features about one hundred vintage prints of “Weston’s most famous and admired photographs along with rare images not widely exhibited.” The prints are exhibited in the MMA’s La Mirada McCone Gallery and Dart Gallery and is organized as follows: THE GUGGENHEIM YEARS, LEAVES OF GRASS, LANDSCAPE, STILL LIFES, NUDES and PORTRAITS. The titles of the thirty prints on loan from the City of Carmel-by-the-Sea, Harrison Memorial Library, are listed. THE GUGGENHEIM YEARS:
In 1937, Edward Weston was awarded a Fellowship from the John Simon Guggenheim Memorial Foundation. He traveled 16,697 miles and produced 1,260 negatives. His Fellowship was renewed in 1938.

LEAVES OF GRASS:
In 1941, the Limited Editors Club of New York commissioned Edward Weston to make photographs to illustrate a special edition of Walt Whitman’s collection of poems “Leaves of Grass.”
